Obdulia “Abby” Muñoz, Chair
Umatilla, Umatilla County

Abby has lived in eastern Oregon for 32 years.  When she first moved to Umatilla, she worked in the fields sowing and harvesting strawberries and potatoes. She and her husband have raised two daughters. Abby is the Recruiter/Parent Involvement Specialist for the InterMountain Education Service District where she works with parents and families in the Umatilla school district to secure basic resources such as food and clothing, especially needed in the winter when jobs are less available, as well as child care and parenting education.  She is passionate about meeting the needs of her community.

Mitch Wolgamott, Vice Chair 
Summerville, Union County

Mitch is the immediate past chair and brings over 30 years of experience in environmental work including with the Oregon Department of Environmental Quality where he served as acting Administrator of DEQ: Eastern Region before his retirement. He lives on a ten-acre wood lot near Summerville, OR with his McNab Border Collie, Mollie.

Norm Cimon, Treasurer 
La Grande, Union County

Norm lives in La Grande and is currently self-employed as a systems analyst.  He has worked in the private sector and government including the EPA and US Forest Service. Norm is passionate about clean energy and a strong advocate for distributed generation of locally produced renewable power.  He has served as chair of the board chair for the Western Organization of Resource Councils and is a founding member of Oregon Rural Action.

Erika Martinez
Umatilla, Umatilla County

Erika Martinez was born and raised in Michoacan, Mexico. Erika lived in California for 15 years and moved to Eastern Oregon 5 years ago. She is a mother of two and enjoys being involved in her community. Erika volunteers at Church with the youth group and works with preschool students and their families in Hermiston. She likes learning about different services, programs, and organizations in case someone needs information about them.

Fernando Morales
La Grande, Union County

Fernando Morales was born and raised in Oregon, and has spent most of his life living in rural communities. Fernando is the proud son of immigrants from Mexico, and believes that his lived experiences and professional experience align with ORA's vision and mission.
